The thing is: inter-widget communication is off the table for v1. I believe that we do need to say something about multiple instances, that is along the lines of: a widget available inside a given UA always has the same opaque globally unique identifier, and needs to retain the same across invocations so that origin-based decisions work. If multiple instances of the same widget are launched simultaneously, then they all have the same opaque globally unique identifier. It is up to them to differentiate one from another, if needed.
