Some things left to think about:

- XHR forces CORS preflight when upload listeners are registered, I think this is perhaps where my old hasUploadListeners flag was heading so perhaps we do need to bring that back. Alternatively we could just use the existence of monitor but that would force CORS even for download listeners which I'm not sure is desired (like genuinely not sure either way).
- We need to work out how upload tracking works across redirects, as currently drafted I think you can end up with a higher transfer than total which is potentially weird, but this might already be the case for XHR.
