[w3c/uievents] Remove a duplicated article from KeyboardEventInit.repeat (PR #421)

Remove 1 duplicated-word occurrence from UI Events.

This is an editorial correction. The algorithms and API behavior are unchanged. Existing Bikeshed/HTML references remain intact.
