Making the “none” branch should serve pending default reads the way Enqueue does by adding a new last step seems to do the trick:

```
4. If ! ReadableStreamHasDefaultReader(controller.[[stream]]) is true, perform ! ReadableByteStreamControllerProcessReadRequestsUsingQueue(controller).
```

It doesn't seem to match other browser behaviour as they do it out of order, but I think this should still probably still be the direction of the spec
