[whatwg/encoding] Fix off-by-one error in peek (PR #368)

Infra list indices are zero-based, so peek skipped the first item and could go out-of-bounds. This aligns peek with implementations and tests.

Also remove "run these steps" from "To X" sentences.

Fixes #367.
