[w3c/manifest] chore: remove outdated explainer (PR #1248)

Removes the explainer, which was badly out of date, and the README link to it. Supersedes #1246, which merged into gh-pages by mistake.

This change:

* Is a "chore" (metadata, formatting, fixing warnings, etc).
