I'm not sure if we made any progress here meanwhile, but this also impacts Document Isolation Policy.

It does seem that both `html/cross-origin-embedder-policy/credentialless/cache.window.js` and `html/document-isolation-policy/credentialless-cache.tentative.window.js` expect that _includeCredentials_ is part of the cache key so maybe Chromium is now aligned on doing that? And then the open question as to whether that should be exposed to intermediaries can be left to #307?
