[whatwg/storage] Storage is available to the `file` scheme, contrary to the specification (Issue #195)

### What is the issue with the Storage Standard?

According to the specification, [storage is not available to opaque origins](https://storage.spec.whatwg.org/#obtain-a-storage-key).

In at least Firefox, Chrome and Edge, storage is available to the `file` scheme, despite that scheme using opaque origins.

This is a contradiction, which will hopefully be resolved by bringing the standard in line with the implementations.
