saschanaz created an issue (w3c/push-api#423) Currently the declarative message parser allows falling back to push event whenever the push message doesn't fit the declarative format, but do we really want to allow that for `window.pushManager.subscribe()`? My impression as a caller is that this should be strictly about declarative push, and any malformed message should be ignored.
