[w3c/permissions] "Set a permission" matches targets against |key| instead of |target key| (Issue #481)

marcoscaceres created an issue (w3c/permissions#481)

In [set a permission](https://w3c.github.io/permissions/#dfn-set-a-permission), the first step computes |target key|, falling back to a key generated from the current settings object when |key| is null. The targeting loop then compares each settings object against |key| rather than |target key|: "given |settings key| and |key|".

WebDriver's Set Permission calls set a permission without a key, so |key| is null there and every comparison runs against null.
