[w3c/manifest] Provide examples of non-ASCII in the path and host parts of `id` (Issue #1229)

This example shows various ways that **_manifest_["id"]** is computed from `start_url`, including one for an emoji. Consider adding examples that show what happens when the host name or the path contain non-ASCII also.
