I agree in general but the parser seems to be saying that `non-special://example.com` has a segmented path with 0 segments. Which if true is definitely tripping up people because most of the time I've seen "is the path segmented" checks it's "does the path start with a `/`".

This specific case is niche, weird, and not-tested-in-WPT enough that I'd argue it's well worth a one line clarification.
