Seems to do the trick.

 </dl>
 
 <p>any optionally followed by U+003F (?) and a <a>URL-query string</a>.

It's slightly unclear this *also* attaches to the path-absolute-non-authority-URL string and path-relative-scheme-less-URL string alternatives. A bulleted list might help.
