@marcoscaceres  - I think you're right, and we should make sure that WPT are created here, even if manual. We also need to check to make sure that there aren't existing manual WPT tests that match the old behavior and update them.

Let me know if you have opinions about the change. We can wait until we create the manual WPT tests to see what we might be able to have cross-user-agent updating tests on. After we draft those we can see if we need normative changes?
