LGTM. This change adds more flexibility to the user agent, so while it is marked as a normative change, this is a bit more of an 'editorial' + 'loosening restrictions' to allow for ignoring updates to security sensitive members. The user agent has flexibility about how to display those to the user etc.

The editorial bit is being more specific about terms, defining update types, etc. Also defining when an image icon should be considered updated, which was not defined well before.
