I don't think the ship has sailed on `icons_localized`. It hasn't shipped in any user agent yet, AFAIK. @Dp-Goog and I are working with @kyerebo on this right now, who is implementing this for Chromium. Updating this would be a pretty simple change in the 'choose icon given my language' method. I think we should try to do the right thing here - if we think this is right, then I think we should do it.
 

Personally, I'm pretty happy with the change to the `Single icons waterfall list` version
