[w3c/permissions] Can permissions.setPermission not use context? (Issue #471)

annevk created an issue (w3c/permissions#471)

https://github.com/w3c/permissions/pull/468 and https://github.com/w3c/permissions/pull/469 this API was changed and the motivation seems to be a WebDriver requirement, but @bvandersloot-mozilla suggests WebDriver doesn't need this and would in fact have access to an environment. So what's going on?
