Overall this seems reasonable, but I would prefer us to be more explicit about when exactly this happens as the "may" statement seems unnecessarily broad. Is the execution environment of extensions standardized?

This would also not solve the equivalent `XMLHttpRequest` case https://xhr.spec.whatwg.org/#the-setrequestheader()-method so we probably want something a little different.
