[w3c/IndexedDB] Spec mostly doesn't mention blob expectations (Issue #454)

evanstade created an issue (w3c/IndexedDB#454)

We expect that blob handle can outlive the records and databases they are (were) stored in, but that's not mentioned anywhere in the spec.

This Chromium implementation [doc](https://chromium.googlesource.com/chromium/src/+/master/content/browser/indexed_db/docs/README.md) may be helpful.
