[w3c/ServiceWorker] [WIP] ServiceWorkerAutoPreload (PR #1756)

_**Note: This is future a spec change proposal for ServiceWorkerAutoPreload. This is not ready to be merged as ServiceWorkerAutoPreload is still under the discussion.**_

This is the PR for the possible spec change by introducing [ServiceWorkerAutoPreload](https://github.com/explainers-by-googlers/service-worker-auto-preload) in the future.

Google Chrome recently had an experiment of ServiceWorkerAutoPreload and the result is promising, we'd like to have the ServiceWorkerAutoPreload behavior in the spec as the browser optional optimization. https://github.com/explainers-by-googlers/service-worker-auto-preload/issues/3 for more details and further discussion.
