PR up at https://github.com/whatwg/html/pull/11442. On second thought I ended up keeping a concept of "respond to base URL changes", since we'll need that for speculation rules. For now it says, basically: update your UI, and make sure you figure out what to do with `:link`/`:visited`/etc.
