Alright I started an explainer here: https://github.com/webplatformco/custom-attributes/
I went through most of this thread again and attempted to summarize:
- Motivation and use cases
- The various design decisions

I also drafted a proposal which scopes down my original proposal and integrates most of @keithamus's ideas plus many other of the ideas expressed in this thread (e.g. @DeepDoge's)

Collaboration very welcome! Let’s do this!
