Judging by https://github.com/chromium/chromium/commit/5a32b6a6abebde6c5762653eff3587619682f524 I think the answer is "yes".

@emilio Would speccing the steps in https://github.com/w3c/uievents/issues/398#issuecomment-3070325191 (along with the mentioned changes to step 3) be acceptable?
