[w3c/FileAPI] Editorial: Refactor blob URL store definition (PR #213)

In the [blob URL store](https://w3c.github.io/FileAPI/#BlobURLStore) definition, values are directly defined as [blob URL entries](https://w3c.github.io/FileAPI/#blob-url-entry), but the keys definition is illogically split over two paragraphs. This change fixes that (and fixes a minor capitalization error).

Repeat of #212 with new branch name.
