Just to throw in a curveball. We already have a powerful templating system that currently lacks implementors interest: [https://github.com/whatwg/html/issues/11578](Should the web platform adopt XSLT 3.0?)

It has all the features people are asking about (loops, conditionals etc.), and it can work without JS if needed. It can be used server side, and client side.
