rachelandrew left a comment (w3ctag/design-reviews#1073) I'm not completely sure what the question is, but rules are defined in the new spec here https://www.w3.org/TR/css-gaps-1/ (we should probably move the column-rule info to point to this) and row gaps should be defined in the CSS alignment spec (which is where column gaps are defined).
