[WICG/webcomponents] Reference Target naming (Issue #1087)

There has been a reasonable amount of [feedback](https://github.com/w3ctag/design-reviews/issues/961) that the name `referenceTarget` is difficult to understand.

I think it's a reasonable name (ID _references_ to the host should instead go to the designated _target_), but it might be good to see if we can come up with some alternatives.
