This is why I opened this issue. We've heard again and again that this use case is impossible to meet with web components.

I'd take the case even further and say that there appear to be a large number of cases where the context (page), stylesheet, and components are controlled by different entities. So neither the page nor component author have control over the styles. I thought an attribute might be tenable here for the layer approach, but the original idea is to not require any opt-in from the page.
