Re: [w3c/manifest] Add members for localization (PR #1101)

@calidion The concept you mentioned was piloted under the name [Web Bundles](https://developer.chrome.com/docs/web-platform/web-bundles) and might re-emerge as [Isolated Web Apps](https://github.com/WICG/isolated-web-apps/tree/main). However, it's important that installable web apps continue to function without requiring any bundling, just as they do today.
