I don't  quiet understand this situation? 

If I understand correctly,

1. when pwa installed, all i18n strings should be saved to os together.
2. when os changed, os should read all these i18n strings properly.
3. there should be no i18n dependency between pwas and os i18n language setting if pwa program is properly set.
