[w3c/ServiceWorker] Move the Service Workers spec to the WebApps WG (Issue #1739)

The Service Worker specification will be moving to the Web Applications (WebApps) Working Group. As part of this transition, we plan to publish a new version of the Service Worker specification under the WebApps WG.
