Re: [w3ctag/design-reviews] Spec Review for scroll-start-target (Issue #1011)

Just a quick update here:

- the CSS working group [resolved](https://github.com/w3c/csswg-drafts/issues/11173#issuecomment-2536659205) to use `scroll-initial-target` instead of `scroll-start-target` and `nearest` instead of `auto`, and
- an HTML spec [PR](https://github.com/whatwg/html/pull/10759) (which has some preliminary approval) is in progress to add a hook as requested.
