Re: [w3ctag/design-reviews] CSS `dynamic-range-limit` (Issue #1027)

The spec has a [Privacy Considerations](https://drafts.csswg.org/css-color-hdr/#privacy) which has the same description as the explainer on why we do not expose numerical headroom values, just three buckets.

The [Security Considerations](https://drafts.csswg.org/css-color-hdr/#security) says that no security issues have been raisd and there is also an [Accessibility Considerations](https://drafts.csswg.org/css-color-hdr/#a11y) which explains the accessibility benefit of limiting the dynamic range.
