Originally it was spelled out, but there didn't seem to be a spec that we could point to, so we changed the wording (also to allow more carveouts): https://github.com/whatwg/fetch/pull/1655#discussion_r1206670158

Do you prefer adding the "non-unique" wording from that discussion back in?
