[w3c/editing] TPAC 2023 participation (Issue #429)

We have been asked for our preference regarding TPAC participation. In previous years we have had one single day (Thursday). Especially in Europe we tend to have individual Invited Expert participants some in just for that day. I have signed us up preliminarily with the same preference this year, for all the sessions on **Thursday, September 14th 2023 in Seville, Spain & online**, but we still can change it case we want/need to.
