I'm more confused than when I started, I feel strongly that the execution order should be consistent and there should be a safe variant for "abort" that triggers all listeners but I don't have capacity to deal with either. I don't think we've justified the added complexity of not using "abort" events and the argument for not using "abort" because it's not safe basically leaves userland without a solution. However I don't understand this well enough to support/object to either order.
