Re: [w3c/manifest] Example suggests that `icons` `sizes` mean a minimum size, but normative text doesn't support that (#925)

> As of right now, I consider the correct order to choose icons to be user-agent-defined. Maybe we'll keep it that way, but then we should remove this paragraph and just state that it's user-agent-defined. Otherwise, we should be much clearer about the order, either by rewriting this paragraph, or by actually defining "appropriateness" as a [total order](https://en.wikipedia.org/wiki/Total_order).

I'd like to second the comment that either the spec should actually attempt to define appropriateness, or the "MUST" in "If there are multiple equally appropriate images in [icons](https://www.w3.org/TR/appmanifest/#dfn-icons), a user agent MUST use the last one declared in order at the time that the user agent collected the list of [icons](https://www.w3.org/TR/appmanifest/#dfn-icons)." should be removed. As currently written it does nothing but cause confusion to have seemingly normative text (and at that not even SHOULD level normative, but MUST) that has exactly zero normative effect since it relies on completely undefined concepts.
