[WICG/webcomponents] Spring 2023 Styling and Theming F2F (Issue #1006)

At the  [Spring 2023 "F2F" #978](https://github.com/WICG/webcomponents/issues/978) we resolved to have a breakout session on styling and theming.

This should cover related but distinct proposals of allowing more controlled theming for _new_ web components uses (ie continuations of ::part() ideas), allowing web components to be more backwards compatible with _existing_ non-WC uses (ie loosening style scoping).
