So we discussed this in the [Web Components F2F](https://github.com/WICG/webcomponents/issues/978#issuecomment-1471288572), and it appears to be "solved" by a combination of [Popover](https://html.spec.whatwg.org/multipage/popover.html#the-popover-attribute) and [Anchor Positioning](https://drafts.csswg.org/css-anchor-position-1/). We'd like to close it.
