[w3c/manifest] Note below "steps for determining the web app's chosen display mode" refers to non-existent assertion (Issue #1055)

This has a note:

> The above loop is guaranteed to return a value before the assertion, due to the fact that [browser](https://www.w3.org/TR/mediaqueries-5/#display-mode-browser) is in every mode's [fallback chain](https://w3c.github.io/manifest/#dfn-fallback-chain), and the requirement that all user agents support the [browser](https://www.w3.org/TR/mediaqueries-5/#display-mode-browser) [display mode](https://www.w3.org/TR/mediaqueries-5/#display-mode).

Note the above loop doesn't have an assertion following it, thus this note is nonsense.
