Re: [w3c/manifest] Add support for defining a theme color for both light & dark modes (prefers color scheme) (#975)

Thanks for this @marcoscaceres! I’d like to suggest we take a step back and come up with a set of principles to guide us in this effort. I have taken a stab at one such set over on the [`user_preferences` discussion](https://github.com/WICG/manifest-incubations/pull/57#issuecomment-1167661154).

FWIW, I think the `prefers-language`/`prefers-languages` media feature is interesting. I do wonder what use case(s) it has, however. It seems like the `Accept-Language` header is a much more valuable signal and would allow for better performance through server-side negotiation rather than handling things at the layout & rendering layer.
