[w3c/editing] Schedule updates (PR #384)

* New day and time (Thursday @ 8AM)
* Noted Daylight Savings Time changes for UTC -- we are rooted in PST for the meeting time
* Schedule set through end of 2022
   * Added TBD meetings for sanitized clipboard discussion and TPAC week (cancelling our regular meeting on the 2nd Thursday of September in favor of TPAC a week later)
* Archived older 2021 meeting minutes into a summary/details element.
