Re: [w3c/clipboard-apis] Add clipboard IDL description. (#158)

@domenic I added some more details in "write blobs and option to the clipboard" algorithms, but for "sanitized copy" we wouldn't be able to add that to this spec as the [Sanitizer API](https://wicg.github.io/sanitizer-api/#sanitizer-algorithms) which we were planning to use in the async clipboard, doesn't have any algorithms specific to clipboard sanitization. When we proposed to include just the [default configuration of the Sanitizer API](https://wicg.github.io/sanitizer-api/#default-configuration) in the clipboard API spec, Apple were opposed to this: https://github.com/w3c/clipboard-apis/issues/150#issuecomment-909405090.
