Re: [whatwg/webidl] Export getter/setter steps, and note the tools you have access to when defining them. (PR #1130)

I guess so far we haven't exported these because we find it stylistically a bit verbose to keep linking them at every usage site. But that's probably not a good reason.

We should probably also export, and add a similar note, to "method steps"?
