[w3c/permissions] Fix "dot" notation in algorithms (Issue #302)

Certain parts of the spec have a notation like `permissionDesc.name`, where `permissionDesc` is a variable. It's a little hard to follow, so let's just change it to be something like `permissionDesc`'s `name` property (or whatever).
