This has considerable interest and is a Candidate Recommendation "blocker" +  it's not a huge feature that requires massive changes to user agents (just to processing)... it might be good to just bring it over as pull request so we can work out how the processing will actually work. 

In particular, will we allow localizing everything? Are they just simple overrides?
