[whatwg/dom] Error in unicode code for character ":" (U+003E) when it should be (U+003A) (Issue #1026)

"If qualifiedName contains a ":" (U+003E), then split the string on it and set prefix to the part before and localName to the part after."

Error is unicode code for character symbol colon ":" is not (U+003E), it has code 62 actually mapped to greater-than character symbol ">" and not the character symbol colon ":".
Correct code for character symbol colon is 58 in unicode this is (U+003A) and correctly mapped to character symbol colon ":".
