[w3c/clipboard-apis] Should we remove `lastModified`, `ClipboardItemDelayedCallback`, `createDelayed` and `delayed`? (#160)

 `lastModified`, `createDelayed`, `ClipboardItemDelayedCallback` and `delayed` are not implemented in Chromium and Safari. Should we remove it? We can probably add it when we implement the delay rendering feature, but I think it should go through the incubation process before we decide to add it back to the spec i.e. we should discuss with the Editing WG, go through the intent to implement process and get consensus from other browser vendors etc. Thoughts?
