[whatwg/fetch] Rename processRequestBody (#1334)

Fixes #1320

This change replaces processRequestBody and process request body to processRequestBodyChunkSize and process request body chunk size respectively. This change also adds the id process-request-body to the <dnf> of processRequestBodyChunkSize
