[whatwg/storage] add top-level site to the storage key (#127)

A number of browsers are working partitioning storage; e.g. [privacycg explainer](https://privacycg.github.io/storage-partitioning/) and [chromium explainer](https://github.com/wanderview/quota-storage-partitioning/blob/main/explainer.md).  I think we are close to consensus that the storage key should include the top-level site in addition to the current context origin.
